State Secretary to hold Saba town-hall meeting on Monday

February 20, 2009 (SGIS) – The Bottom, Saba:

State Secretary, Mrs. Ank Bijleveld-Scouten will be visiting the Island of Saba on Monday and Tuesday to address the community in a town-hall meeting.  The town-hall meeting will be held at the Eugenius Johnson Center in Windwardside on Monday between 6:00PM and 7:30PM.  State Secretary Bijleveld will also be accompanied by BES Commissioner, Henk Kamp.  The agenda of this meeting will be about the recent constitutional changes and she will address the crowd in the Dutch language.  Commissioner of Constitutional Affairs, Chris Johnson, will also be on hand to address the crowd.

After the town-hall meeting, on Tuesdays, the delegation will meet with the Executive Council about various USONA projects including the Social Economic Initiative.  Some other projects are the Cooperation of Youth and Education Program and also Institutional Strengthening.

The State secretary and her delegation will then proceed to visit the Henry Every old age home, the AIDS foundation, and then before leaving for Eustatius, the new fire truck on the airport.

Director General of Education visits Saba

This week Director General of Education, Mr Renk Roborgh, paid a working visit to the Island Territory of Saba.  After his first meeting with the Executive Council, he made his way to a meeting with the new Head of Department of Education, Mr Hemmie van Xanten.  Later on, Roborgh also met with representatives from both school boards of the Saba Comprehensive School and Sacred Heart School.

Several discussions were brought forward, one of them being the reports that were issued by the Dutch inspectors who visited in October 2008.  There was also discussion of the reports from the Dutch Ministry of housing as well as a report on the Educational Infrastructure of the Island.

One of the main topics covered was the monies that were allocated to the BES Islands for 2009/2010 and how this will be further allocated to the schools.  

During the meetings it was mentioned that Commissioner of Education, Chris Johnson, would lead a delegation to Holland in mid-march to have 3-days worth of meetings with the Dutch Ministry of Education, along with the other BES representatives.

A solid agreement that come out of the meeting was that four short-term needs would be proposed before mid-march and presented to the Ministry by the Saban delegation.  These short-term needs include: Materials for SHS, Materials for SCS, Recruitment packages for teachers, and new school busses.

Commissioner Johnson was happy to see the interaction between the school boards and the Ministry.  The open nature of the Dutch officials is extremely positive and he can see that the ministry is very interested in relying heavily on local input rather than just enforcing a particular education system.

Last Thursday, the Island Territory of Saba signed an agreement with Hassell Enterprises NV awarding the bid of the Government building extension project. This is one of the first projects of the Social Economic Initiative (SEI) to commence.

This project which exceeds 1 million guilders has been in the pipeline for over 10 years and is finally coming to light. The two commissioners both stated that they were glad to see this project get on its feet during their administration.

This expansion will add much needed space in the Government administration building, which should also leave to increased efficiency of the Government apparatus. The Executive Council thanked all parties concerned, including USONA, Hassell Enterprises, the Planning Bureau, and the Dutch Government. This particular project should also be completed within a timeline of one year and will the site will be visited by Mrs. Ank Bijleveld.

The Executive Council also looks forward to a number of the SEI projects coming online this year.

USONA continues funding for Social Formation Program

) – The Bottom, Saba:

Recently, USONA, led by Frans ver Steeg (Director of USONA) paid a working visit to the Island Territory of Saba. The first agenda point covered was the signing for continuation of the social formation program. This program gives those who follow it, the possibility to earn a high school diploma and specialize in many areas – including computer skills, language skills, and other technical areas.

The program has been taken from the Minister of Education Omarya Leeflang’s Delta Plan. This plan has been partially funded through the Netherlands by means of their cooperation for youth.

The second agenda point was on the 9th European development fund. Monies have been allocated for each of the Antillean islands by the European Union to be spent in areas such as social housing and infrastructure. USONA met with Commissioner Chris Johnson to discuss the procedures which have to be followed in order to obtain the funding. Director of the “Own Your Own Home Foundation”, Mr. Rolando Wilson and Head of the Planning Bureau, Mr. Robert Zagers, were on hand to discuss the details of the procedures.

) – The Lieutenant Governor of Saba, Jonathan Johnson, would like to make the following known:

BY FEBRUARY 27th 2009 ALL MOTOR VEHICLES MUST CARRY THE BRONZE CONTROL STICKERResidents of the Island can pay their car tax and purchase control stickers at the Receivers Office. For 2009 there are two stickers – Slate Grey for the first ½ of the year and Bronze for the second ½ of the year. Please note that these need to be obtained by February 27th, 2009.

Pricing for the stickers are as follows (in FLS):

February 6, 2009 (SGIS) – The Bottom, Saba:

Minister of Youth and Family Affairs, Mr. Andre Rouvoet arrived on Saba by private charter on Thursday.  The following day Friday, the Minister paid a working visit and was hands-on with the facilities that are provided on Saba.

Commissioner of Youth Affairs, Chris Johnson, was very pleased with the Ministers visit.  Johnson stated, that the talks between the Executive Council and the Minister were very open and extremely productive.  The Commissioner addressed concerns that the people of the BES islands need to start seeing the results of all the deliberations in the past.  People have heard for about the trajectory items such as legal issues.  The timeline in 2009/2010 should present tangible results.

The Minister visited the Laura Linzey Daycare Center in The Bottom and was greeted by Director Margaret Childs.  He was given a full tour of the facilities and was able to have some hands-on interaction with some of Saba’s youngest.

The delegation proceeded on an Island tour accompanied by Lt. Governor Johnson.  Following the tour, the Minister was taken to the Sacred Heart Primary school and was given a tour of the premises as well as an explanation of Saba’s primary school system. 

After this, he was invited to an open discussion with the board from Child Focus.  Discussions surrounded in the meeting were based on “What areas could the ministry of youth and family help existing institutions?”.  The island hopes for assistance with upgrading of existing facilities.

The Minister concluded with a luncheon at Eden restaurant and made sure to invite members of the community who work in the fields of youth and family – which also included health care and the schools.

Rouvoet stated that he hasn’t been on Saba in five years and it was a pleasure to be in such a beautiful part of the Kingdom.

Saba United Sports Federation underway

February 4, 2009 (SGIS) – The Bottom, Saba:

On Monday, members of the Saba United Sports Federation (SUSF) met with Commissioner of Sports, Bruce Zagers.  The members in attendance were Jarmila Berkel and Kim te Riele.   The discussions surrounded the final stages of setting up the SUSF.

Once the necessary documents are presented, the Government will be financing all notary fees in order to get the organization up-and-running quickly.  Once this Federation is legalized, arrangements are planned to hand over the management of Julianas Sports Field to SUSF’s Supervision.

Commissioner Zagers has a desire to see the other sports foundations and associations on Saba work together with SUSF in the near future.  This will be very important for having a centralized organization to plan the deliver sports opportunities on Saba.  Zagers further stated that he feels the members of this federation are neutral and unbiased when it comes to sports and athletics in general.

As for the Sports Field, plans are in the works to have it painted by the Government as there is necessary funding available to do so.  The project should be completed in the near future which will also supply volleyball equipment, basketball rims, and misc other sports hardware.

February 4, 2009 (SGIS) – The Bottom, Saba:

On Tuesdays, February 3rd at 2PM the Central Committee of Saba met at the administration building.  The meeting was Chaired by Rolando Wilson, who was pleased to see everyone at the meeting and stated that he looks forward to having a prosperous relationship throughout 2009.  The Lieutenant Governor was invited by the Central Committee to give an update on important issues such as immigration, the future BES Corps, and the cabinet of the Lieutenant Governor.  The Central Committee deemed it necessary that the Governor be present for these updates and would like to schedule these information sessions regularly.

Commissioner Zagers gave the committee a rundown on the results of the trip the Nevis.  Zagers updated the council on the discussions that took place on Nevis, the workings of geothermal power, and Saba’s future possibilities.

During the meeting, the Commissioners had a chance to officially hand over the first GIS newsletter of 2009.  The Chairman of the Central Committee, Mr. Rolando Wilson, was happy to receive this newsletter and stated, “Communication is always vital in Government.  I am happy to see this newsletter being issued to inform the people of Saba”.

February 4, 2009 (SGIS) – The Bottom, Saba:

Last Friday, the Executive council and members of the Finance Department met with the CFT at the administration building in The Bottom.   The discussions revolved around the 2009 budget and the completion of year reports.  It was noted that the 2008 year report is being prepared by Hassink and Roos and should be submitted by April 1st, 2009.

The CFT addressed concerns about the new financial system that has been implemented, however, it was explained that this system is functional and will be in use shortly.  The CFT also brought up the issue of meeting deadlines within the Government.  The Executive Council defended these issues by explaining Saba’s limitations in the areas of capacity problems and how the current financial system is done manually.  These problems however are going to be resolved shortly with the everyday usage of the Centric financial software.

When given the opportunity, the Executive Council also expressed some concerns they had with their USONA projects.  As has been stated in the past, Saba experiences holdups and problems with processing.  The ExCo asked for patience and cooperation with future monies which are allocated to education, health care, and youth/family.

Immediately after these discussions, the Island Council members were invited in.  The Board for the CFT gave a recap of the meeting thus far in order to make sure that transparency has been followed, and all members were duly informed.

After the meeting, Bruce Zagers stated that he has had good experience working with the CFT and has been pleased.  The administration on Saba has improved drastically and the Executive Council in general, looks forward to continuing the opens lines of communications.
